权限管理：修复前端导航指向新的接口级权限管理页面

- 修改 Projects.vue 中权限管理按钮导航到新的 /api-permissions 路由
- 前端重新构建以应用 ApiPermissions 组件的最新更改
- 用户点击权限管理按钮现在会进入三标签页面（模块级、接口级、监控）
